Dog catchers

Now the world is in chaos and when we meet with the supervisors the other night, we got a chance to talk to the dog catchers. Basically we pay their salary but they can't service us out here in North Shore. We have a bad dog problem and when we presented that to the dog catchers, they said due to funding they service the contract cities first, then the rest of the county if time permits. So, I want to know if we don't have to pay our taxes that fund their job because they can't service us? This is like going into a restaurant and ordering food that never comes but you have to pay for it. Does this make sense to anyone? Oh, lets not pay our dog licenses either, as that money goes to their department, who isn't servicing the tax payers in North Shore.  Thoughts?
